Let's ask the Legal Cannabis Institute Lawyers:

Since the passage of Proposition 215 in 1996, California residents have been permitted to use marijuana medicinally upon the recommendation of a physician. This does not mean that marijuana has been legalized in California, just that the state recognizes a medical exception to the laws which otherwise prohibit marijuana.
